Project KARE has evolved considerably since its inception in 2003. It is recognized in the police universe as the model for complex investigations of this nature. Project KARE has gone through a period of transition which included the development of the Alberta Missing Persons and Unidentified Human Remains (AMPUHR) Project as well as the Historical Homicide Unit (cold case squad.) The Proactive Team continues to actively register high risk persons so that valuable investigational material will be readily available should another homicide occur to a high risk person. To date over 1200 HRP have been registered in this program.
The successful mega prosecution of Thomas SVEKLA for the 2nd degree
murder of Theresa Marie INNIS as well as Joseph LABOUCAN for the 1st
degree murder of Ellie Mae MEYER are two examples of the expertise
developed since 2003 that supports this type of complex investigation
and prosecution.
Project
KARE investigators continue to investigate leads, most of which have
come from the concerned citizens who want to see justice done in the
homicides that Project KARE is mandated to investigate. We recognize
that working with our partners and the general public will always be the
key to our collective success in achieving our project goals.
This
website was launched in 2005 to provide an interactive venue where we
can provide you with information on our investigations and offer you the
opportunity to provide us with your ideas, thoughts and/or tips. This
has proven itself to be a very useful tool. I encourage you to continue
