Project KARE has evolved considerably since its inception in 2003. It is recognized in the police universe as the model for complex investigations of this nature. Project KARE has gone through a period of transition which included the development of the Alberta Missing Persons and Unidentified Human Remains (AMPUHR) Project as well as the Historical Homicide Unit (cold case squad.) The Proactive Team continues to actively register high risk persons so that valuable investigational material will be readily available should another homicide occur to a high risk person. To date over 1400 HRP have been registered in this program.
The successful mega prosecution of Thomas SVEKLA for the 2nd degree murder of Theresa Marie INNIS as well as Joseph LABOUCAN for the 1st degree murder of Ellie Mae MEYER are two examples of the expertise developed since 2003 that supports this type of complex investigation and prosecution.
Project KARE investigators continue to investigate leads, most of which have come from the concerned citizens who want to see justice done in the homicides that Project KARE is mandated to investigate. We recognize that working with our partners and the general public will always be the key to our collective success in achieving our project goals.
